In a major move towards environmental sustainability and rural empowerment, the Himachal Pradesh Government has launched the Rajiv Gandhi Van Samvardhan Yojana, a Rs. 100 crore community-driven afforestation initiative. The scheme aims to significantly boost the state’s green cover by 2027, while creating jobs and strengthening the rural economy.
Breaking away from traditional afforestation models, the scheme will engage Community-Based Organizations (CBOs) such as Mahila Mandals, Yuvak Mandals, Self Help Groups, and other registered local groups. These CBOs will be responsible for both the plantation and maintenance of degraded forest land, ensuring active community participation and long-term ecological stewardship.
Each participating CBO will be allotted up to 5 hectares of degraded or barren forest land, with the Forest Department providing high-quality saplings and technical support. Funding of up to Rs. 1.20 lakh per hectare will be provided for plantation activities, and an additional performance-based incentive—also up to Rs. 1.20 lakh per hectare—will be granted based on verified sapling survival rates.
To ensure transparency and real-time oversight, a dedicated portal will be used for geo-tagging and monitoring, while all payments will be made directly to CBOs’ bank accounts via electronic transfer.
According to an official spokesperson, the initiative will enhance carbon sequestration, water conservation, and soil stability, while also generating sustainable livelihoods. In line with CM Sukhu’s vision, the scheme is designed to empower local communities, promote biodiversity through native species, and foster a strong sense of ownership and environmental responsibility.
Given the frequent natural disasters in the state since 2023, the Rajiv Gandhi Van Samvardhan Yojana is seen as a critical intervention for both ecological resilience and economic recovery in Himachal Pradesh.
