Under the leadership of CM Sukhu, the Himachal Pradesh government has achieved a historic milestone by successfully concluding the competitive e-auction for the operation and management of Shimla’s iconic Wildflower Hall Hotel. Securing an extraordinary 47.1% Annual Gross Revenue-sharing model, this transaction establishes a national benchmark as the highest revenue-sharing arrangement ever achieved for a luxury hospitality property of this scale in India.
This monumental accomplishment follows the resolution of a complex legal battle spanning nearly a quarter of a century. Following a decisive Supreme Court ruling that restored full ownership rights to the state, the government has reclaimed 100% control over the heritage property, its surrounding land, all associated assets, and approximately ₹400 crore in accumulated cash reserves.
The 35-year licensing arrangement is designed to deliver substantial, long-term financial returns for the State Exchequer, generating approximately ₹3 crore per month with a 3% annual escalation clause. This is projected to yield an aggregate revenue of nearly ₹2,000 crore across the licence period, alongside an immediate upfront licence fee of ₹24 crore and a committed minimum investment of ₹50 crore dedicated to hotel upgrades.
CM Sukhu emphasized that resolving this 25-year dispute while locking in record-breaking financial terms reflects his government’s firm resolve to protect public wealth. He noted that the state will continue to manage public assets with complete transparency, fiscal discipline, and strategic foresight, ensuring world-class tourism infrastructure that delivers maximum long-term economic benefits to the people of Himachal Pradesh.
