Education Department Enforces Strict Action Against Absentee Lecturer

The Directorate of School Education, Himachal Pradesh, has taken strict disciplinary action against Sanjeev Passy, Lecturer (English), for serious misconduct related to unauthorized absence from duty.

According to departmental records, while posted at Government Senior Secondary School (GSSS), Dahan in District Sirmaur, the official remained willfully absent for a total of 234 days in multiple spells between 1 June 2022 and 30 November 2023. This was found to be a clear violation of Rules 3(1)(i), (ii) and (iii) of the CCS (Conduct) Rules, 1964, and FR-17A.

Disciplinary proceedings were initiated under Rule 14 of the CCS (CCA) Rules, 1965. A departmental inquiry was conducted, in which the Inquiry Officer held the charges as proved. After examining the inquiry report and all relevant records, the Competent Authority imposed the major penalty of compulsory retirement from government service with immediate effect.

In addition, during his tenure at GSSS Dahan, the lecturer was allegedly involved in the embezzlement of approximately ₹4.13 lakh. A separate chargesheet was issued on 04.10.2025 under the CCS (CCA) Rules, and departmental proceedings in this matter are currently underway. The department clarified that a separate penalty may be imposed upon the conclusion of this inquiry, independent of the present action.

The Directorate of School Education reaffirmed its commitment to discipline, integrity, and accountability in the education system, stating that strict action will be taken against any government employee found violating service rules.
