India is gearing up to champion equitable climate action and practical, solution-oriented outcomes for the Global South at the upcoming UNFCCC COP31 in Antalya, Türkiye. Briefing the media today, Union Minister for Environment, Forest and Climate Change,  Bhupender Yadav, reaffirmed that India will approach the summit with a focus on predictable climate finance, party-driven mitigation, technology transfer, and a just energy transition.

Addressing key negotiation pillars, Yadav emphasized that developed nations must fulfill their obligations under Article 9.1 by providing public, concessional, and non-debt-creating climate finance. India will push for an immediate decision to launch the Climate Finance Work Programme while insisting that mitigation frameworks and the Global Stocktake remain party-driven, non-punitive, and respectful of individual national circumstances.

Beyond climate negotiations, the Minister highlighted India’s key contributions at recent international summits. At CBD COP17 in Yerevan, Armenia, India strongly advocated for equitable biodiversity funding and fair benefit-sharing through multilateral mechanisms like the Cali Fund, while resisting attempts to shift financial burdens onto developing nations. Similarly, as the newly elected Chair of the Asia-Pacific Regional Group at UNCCD COP17 in Ulaanbaatar, Mongolia, India reiterated its pledge to restore 26 million hectares of degraded land by 2030, calling for a global shift from mere drought response to long-term drought resilience.

Joining the Minister at the New Delhi briefing were MoEFCC Secretary Narendra Bhooshan, Additional Secretaries Dr. Amandeep Garg and Ashutosh Agnihotri, alongside other senior ministry officials. India’s unified approach across all three UN conventions underscores its commitment to bridge-building, climate justice, and implementation support for developing nations.
