Expressing deep concern over the increasing frequency of cloudbursts and their devastating effects, CM Sukhu on Monday emphasized the urgent need for scientific research and robust disaster preparedness in Himachal Pradesh. Chairing the 9th meeting of the State Disaster Management Authority (SDMA), the Chief Minister highlighted that disasters pose one of the greatest future challenges, particularly in light of intensifying climate change.
The Chief Minister revealed alarming figures: Mandi district received 123% excess rainfall, while Shimla recorded 105% above-normal rains, resulting in 19 cloudbursts in recent days—events that have led to significant loss of life and property. He reiterated that the issue has also been raised with the Union Home Minister to seek central support.
Sukhu stressed the need for scientific disposal of muck, citing unregulated dumping as a contributor to landslides and infrastructure damage. He instructed SDMA to issue regular and accurate weather updates and counter misinformation on social media, noting that SDMA is the only official source for alerts.

New SDRF campus to be set up in Palampur (Kangra)

State Institute of Disaster Management to be established at the Manmohan Singh Institute of Public Administration, Shimla

Research on glacial lakes and community awareness programs

Active involvement of Himachal Pradesh University in disaster-related R&D
The Chief Minister also urged citizens and departments to avoid construction within 100 meters of rivers and streams and instructed all development projects to follow this guideline.
He noted that in 2023, the state experienced significant monsoon losses, prompting the government to disburse ₹1,260 crore for relief and rehabilitation, along with ₹138 crore from the mitigation fund. Further, a ₹891 crore disaster risk reduction project is underway, aimed at strengthening HPSDMA, improving early warning systems, and enhancing mitigation capabilities—scheduled for completion by March 2030.
Senior officials including Chief Secretary Prabodh Saxena and other top administrators attended the high-level meeting.
