Revenue Reforms for Transparent Governance

Under the leadership of CM Sukhu, the HP Government has introduced bold reforms in the Revenue Department over the past two and a half years, significantly improving transparency, efficiency, and ease of service for citizens across the state.

A government spokesperson stated that Revenue Lok Adalats, held at Tehsil and Sub-Tehsil levels, have resolved a substantial number of long-pending cases close to people’s homes. From October 2023 to June 2025, the department has processed 3,33,892 mutations, 20,369 partitions, 36,164 demarcations, and 9,435 record corrections, offering major relief to landowners.

In a push towards digitization, 90% of village maps have been uploaded on the Bhu-Naksha portal, while Bhu-Aadhaar IDs have been assigned to 1.19 crore Khasra numbers out of 1.44 crore. Additionally, 71% of land accounts have been linked to Aadhaar, with 30% of landowners completing Aadhaar seeding. The Chief Minister has directed full digitization of revenue court filings, case management, and the mutation process.

To expedite pending cases, the state amended the Himachal Pradesh Land Revenue Act, 1954, allowing e-summons to be served via email or WhatsApp—cutting delays in revenue proceedings.

The government has also launched a paperless registry system (My Deed), enabling applicants to submit documents online and complete the registration in a single visit to the Tehsil. The Jamabandi format has been simplified by replacing archaic Urdu and Farsi terms with plain Hindi for greater public understanding.

Further advancing e-governance, e-Roznamcha now allows Patwaris to digitally log daily entries, improving transparency and enabling Tehsildars to monitor field activity more effectively. An online mutation register is also being linked to this system.

Efforts are ongoing to roll out digitally signed Jamabandi documents, which will eliminate the need for physical visits to Patwarkhanas for land records. Similarly, an online mutation module is being developed to speed up the registration process and integrate it with Jamabandi records.

These forward-looking reforms aim to reduce public dependence on in-person visits, cut delays, and make revenue services more accessible, efficient, and accountable. The state government’s initiatives are setting new benchmarks in transparent governance and citizen service delivery.
