One Seat Per Course Reserved for Orphans in HP’s Technical Institutes

In a landmark decision aimed at fostering social equity and inclusion, the Himachal Pradesh Government, led by CM Sukhu, has announced the reservation of one seat per course for orphaned students in all government, government-aided, and private technical education institutions across the state.

This reservation policy will be applicable in Industrial Training Institutes (ITIs), polytechnics, engineering colleges, and pharmacy institutes, ensuring that orphaned children—among the most marginalized groups—gain equitable access to quality technical education.

A government spokesperson stated that admissions under this newly created category will be merit-based, with eligibility verified by the concerned authorities. Notably, the decision does not entail increasing the total number of sanctioned seats, nor does it place any additional financial or infrastructural burden on institutions. Instead, the focus is on optimal utilization of existing resources to enhance inclusivity without compromising academic standards.

This initiative is in line with the State Government’s broader vision of empowering underprivileged communities, and complements the ongoing Mukhyamantri Sukh Ashrya Yojna. Under this flagship scheme, orphaned children are accorded the legal status of “Children of the State,” entrusting the government with their holistic care, education, and well-being until the age of 27.

Himachal Pradesh has emerged as the first state in the country to legally recognize orphans’ rights, ensuring they are equipped to live a life of dignity, self-reliance, and purpose.
