The Directorate of School Education, Himachal Pradesh, has issued stringent guidelines to ensure the fair, transparent and malpractice-free conduct of the upcoming Class 10 and Class 12 Board Examinations. Reaffirming its zero-tolerance policy against copying and unfair means, the Directorate has introduced a strong, technology-enabled monitoring system to protect the integrity of examinations across the State.
All examination centres have been directed to install fully functional CCTV cameras covering examination halls and designated rooms. Heads of Institutions will be personally responsible for ensuring proper installation, uninterrupted functioning, adequate power backup and secure preservation of video recordings. Continuous surveillance, along with live streaming and real-time data sharing with the Directorate and the Himachal Pradesh Board of School Education, has been made mandatory.
A centralized real-time monitoring system has been established at the Directorate level. State Level Monitoring Teams comprising senior officers will oversee live CCTV feeds and take immediate action in case of any irregularity. Nodal Officers are being appointed at the Directorate, district and school levels to strengthen supervision and coordination. Deputy Directors have also been instructed to publicize dedicated complaint numbers for prompt grievance redressal.
To facilitate reporting of malpractice, two helpline numbers — 0177-2807620 and 0177-2812484 — and the official email ID eleedu-hp@gov.in have been notified. These will remain active during office hours throughout the examination period, and schools have been directed to prominently display these details at all centres.
The Directorate has warned that any lapse, including non-installation or malfunctioning of CCTV cameras, negligence in supervision or failure to preserve recordings, will be treated as serious misconduct. Strict disciplinary action will be taken against Principals, Centre Superintendents, invigilators or any staff found facilitating malpractice.
It has also emphasized that examination-related offences such as paper leaks, impersonation and organized mass copying are punishable under the Himachal Pradesh Prevention of Malpractices at University, Board or Other Specified Examinations Act, 1984. In serious cases, criminal proceedings will be initiated alongside departmental action. Students found using unfair means will face penalties as per the HP Board Examination Bye-laws, including cancellation of exams and debarment.
Through these comprehensive measures, the Directorate aims to deter malpractice and ensure a fair evaluation process for sincere and hardworking students. It has appealed to students, parents, teachers and the public to cooperate and promptly report any irregularity through the notified channels.
