In a pioneering move across India, the Government of Himachal Pradesh has introduced the “One District, Three Products” (ODTP) initiative in its 2026 budget. The scheme aims to revitalize the rural economy, promote local empowerment, and unlock the commercial potential of district-level products.

Under ODTP, each district will identify three signature products with high market potential. Efforts will then focus on strengthening value chains, branding, packaging, and market access to ensure higher returns for local producers.

Hon’ble Chief Minister Thakur Sukhvinder Singh Sukhu stated, “Our vision is to make Himachal self-reliant, and One District, Three Products will play a key role in revitalizing the rural economy.”

Hon’ble Industries Minister Harshwardhan Chauhan added, “This initiative will unlock district-level strengths, create sustainable livelihoods, and provide a market platform for Himachal’s unique products.”

The scheme will cover a wide range of products, including agriculture, horticulture, handlooms, and handicrafts—such as turmeric, ginger, maize, Kangra tea, spices, shawls, paintings, honey, chulli oil, and yak wool—reflecting the state’s diverse agro-climatic and cultural heritage.

Beyond product promotion, ODTP aims to empower artisans, women entrepreneurs, self-help groups, and small producers, while improving supply chains and market linkages to boost competitiveness and grassroots incomes.

A supportive policy framework with graded incentives is being prepared to ensure smooth implementation. R D Nazeem noted that the initiative will institutionalize value-chain development and provide focused policy support for local industries. Dr. Yunus emphasized last-mile delivery to ensure benefits reach artisans, farmers, and small enterprises.
