Forest Rights Act 2006: Strong Warning to Non-Performing Officials

In a high-level review meeting held today, Revenue Minister Jagat Singh Negi took stock of the implementation of the Forest Rights Act (FRA), 2006 across Himachal Pradesh. Emphasizing the government’s commitment to tribal welfare and forest dwellers’ rights, the Minister directed officials to expedite the process and ensure strict accountability at all administrative levels.

“The Forest Rights Act came into effect on 1st January 2008, and it’s high time eligible families receive the rights they deserve. No more delays,” said Negi.

🔹 Forest Rights for Tribals and Forest Dwellers

The FRA 2006 allows land rights for:

  • Scheduled Tribes
  • Traditional forest dwellers living on forest land for three generations prior to 13 December 2005
  • Families dependent on forests for livelihood

Negi made it clear that the Annual Confidential Reports (ACRs) of all involved officers—from panchayat secretaries to district committee members—will reflect their performance in FRA-related work. He also ordered that the responsibilities of patwaris and kanungos be strictly defined under the Service Guarantee Act.

🔹 Disaster Relief Reviewed

The Minister also reviewed the state’s disaster relief preparedness and issued instructions to strengthen coordination between departments for rapid response.
