In a major leap towards transparent and efficient governance, 325 government offices in Himachal Pradesh have now adopted the e-Office system, making administrative processes faster, paperless, and more accountable. This move is part of the state’s broader digital transformation under the leadership of CM Sukhu, who has prioritized technology-led reforms to improve citizen services.
The e-Office expansion includes 20 new secretariat branches, five directorates, all 12 Deputy Commissioners’ offices, 13 SP offices, 71 SDM offices, 88 BDO offices, and 127 other field offices, covering a wide swath of the state’s administrative network. The digital shift has streamlined internal workflows, improved transparency in file movement and decision-making, and reduced dependency on paper.
Another pillar of the digital transformation is the Direct Benefit Transfer (DBT) system, which now operates across 69 government schemes. In the financial year 2024–25, a staggering ₹2,370.65 crore has been directly transferred to the bank accounts of 34 lakh beneficiaries. The system has helped plug leakages, eliminate delays, and ensure that welfare benefits reach the right people on time.
The Mukhyamantri Seva Sankalp Helpline (1100) continues to emerge as a trusted citizen-government interface. In 2024-25 alone, 1,49,490 complaints were received and the majority have already been resolved, reflecting the growing responsiveness of the administration. The initiative has helped improve citizen satisfaction, which has risen from 70% to 71%. Integrated with the PDS helpline (1967) and disaster helpline, and now supported by a WhatsApp chatbot, the MMSS platform has made it easier for citizens to access real-time information and services.
On Statehood Day (25 January 2025), the Chief Minister launched the HimParivar Project, a landmark step in unified digital governance. The initiative has so far issued HimParivar and Him Access Cards to over 19.28 lakh families and 76.31 lakh individuals. These digital identities facilitate seamless verification and integration across departments, ensuring better service delivery.
Under this project:
-
The Urban Development Department has surveyed over 2.10 lakh families
-
HPSEB has linked more than 20.49 lakh electricity meter connections
-
Over 13.30 lakh land records have been Aadhaar-linked
-
35,280 construction workers have been registered for welfare benefits
The e-District portal, offering a growing suite of government services, now features 315 online services—with 100 new additions in 2024–25 alone. From certificates to welfare schemes, over 18.94 lakh transactions have been completed this year. Integration with DigiLocker and Him Access (Single Sign-On) has further simplified user access.
Sukhu emphasized that the aim is not just technological adoption, but “technology with a purpose”—to make governance more inclusive, responsive, and human-centric. Whether it’s a pensioner in a remote village or a student applying for a scholarship, Himachal’s digital reforms are designed to bring the government to every doorstep.
As Himachal Pradesh continues to embed technology into governance, it sets an inspiring model for other states, proving that even in the Himalayan hinterlands, good governance can be smart, inclusive, and future-ready.
