In a significant stride towards inclusive growth, the Himachal Pradesh Government has fast-tracked tribal development by investing over ₹3,000 crore in the last two-and-a-half years. This targeted initiative has positively impacted more than 35,000 tribal families through improved infrastructure, education, healthcare, and livelihood opportunities.
Key achievements under the Tribal Area Development Programme include the construction of roads, bridges, schools, and health facilities, with annual budgetary allocations rising from ₹855 crore in 2022–23 to a proposed ₹638.73 crore in 2025–26. Civil works alone accounted for nearly ₹641 crore over four years.
To overcome service delivery challenges in remote, high-altitude areas, the government has enhanced mobile healthcare, upgraded health sub-centres, and strengthened access to clean water, electricity, and income-generating activities such as horticulture and animal husbandry.
Under the Vibrant Village Programme, 75 frontier villages in Kinnaur, Pooh, and Spiti have development plans underway, focusing on connectivity, housing, and local economic resilience.
Education has received a major boost, with four Eklavya Model Residential Schools currently serving over 1,000 tribal students. New facilities in Lahaul and Pangi are under construction, supported by ₹3.9 crore in funding. The state has also exceeded its family welfare targets under the 20-Point Programme by a significant margin.
Progress under the Forest Rights Act (FRA) includes 901 land titles issued, supported by extensive training and a time-bound implementation calendar released in April 2025.
In a forward-looking move, the state is establishing a Tribal Research & Training Institute with a planned investment of ₹40.29 crore, aimed at fostering research-driven and evidence-based policymaking.
Through sustained investment, measurable outcomes, and policy continuity, the Himachal Pradesh Government is transforming tribal development from intent to impactful implementation on the ground.
