Governor Shiv Pratap Shukla today inaugurated a state-level workshop themed ‘War on Drugs – Chitte Par Chot’, organized by the NGO group Sanjeevani, and called for coordinated, determined efforts to combat drug abuse across Himachal Pradesh.
Addressing the gathering, the Governor emphasized that the fight against drugs requires both strict law enforcement and a sensitive approach toward affected individuals. He highlighted the crucial role of NGOs and religious institutions in dismantling drug networks, including those influenced by foreign agencies.
Governor Shukla praised the State Government’s efforts in tackling the drug menace and particularly commended the unity displayed by both ruling and opposition parties in the State Assembly on this issue. “Without collective political resolve, it would not be possible to save the Devbhoomi from this crisis,” he said.
The Governor described ‘Chitte Par Chot’ not merely as a campaign but as a pledge. He appreciated Sanjeevani’s efforts in promoting policy reforms, capacity building, research, awareness drives, and community-based interventions. The organization is creating a platform for NGOs to collaborate with the government in strengthening policies on drug prevention, counseling, rehabilitation, training, and grassroots outreach.
“Organized efforts, planned strategies, and community participation are essential if Chitte Par Chot is to truly succeed,” Shri Shukla remarked. He stressed that meaningful change is possible only when society, media, religious bodies, sports organizations, volunteer groups, and youth clubs raise a collective voice.
The Governor urged every individual to remain vigilant, noting that youth addiction is not just a personal defeat but a societal one. He acknowledged Himachal Pradesh’s serene culture and natural beauty, while highlighting the significant challenge posed by synthetic drugs such as ‘chitta’. “Though the challenge is serious, it is not insurmountable. If government agencies, police, administration, panchayats, schools, colleges, and social organizations come together, Himachal can become drug-free,” he said, adding that his drug-free campaign, inspired by Prime Minister Narendra Modi, has received widespread societal support.
Governor Shukla also emphasized the role of families in the fight against drugs. Parents must closely observe their children’s behavior, companions, and daily habits. He highlighted the importance of regular awareness campaigns in schools and colleges, and called for strict action against traffickers while treating drug victims as patients rather than criminals. Hospitals, psychological support, and rehabilitation centers must play an active role in recovery.
Earlier, Mahendra Dharamani, President of the Sanjeevani Group of NGOs, welcomed the Governor and stated that his guidance inspires NGOs to work with greater determination in combating drugs. Formed on 25 September 2025, Sanjeevani has brought together 17 NGOs operating across seven districts. Through ‘Chitte Par Chot’, these organizations will facilitate village-level dialogue on drug-related issues, seek expert suggestions, and ensure wider community participation. This marks the first coordinated civil society effort of its kind in the State.
