Union Minister for Science and Technology Dr. Jitendra Singh on Monday proposed establishing a dedicated India–Delaware working group to foster structured partnerships in advanced biomanufacturing, translational research, and startup ecosystems. The announcement came during his meeting with a visiting US delegation led by Delaware Governor Matt Meyer at Seva Teerth.
Both sides discussed deepening bilateral collaboration across pharmaceuticals, biotechnology, clean energy, and innovation-driven industrial growth. Dr. Singh emphasized that science and technology form a key pillar of the India–US comprehensive strategic partnership and highlighted India’s emergence as a global hub for cost-efficient biotech and pharmaceutical innovation.
Noting the strengths of Delaware’s bio-science ecosystem, including the National Institute for Innovation in Manufacturing Bio-pharmaceuticals (NIIMBL), Dr. Singh outlined opportunities for joint efforts in advanced biomanufacturing, AI-enabled processes, rapid scale-up technologies, next-generation biologics, and vaccines. He suggested leveraging India’s manufacturing capabilities alongside Delaware’s proximity to major US pharmaceutical companies to co-develop affordable biologics, biosimilars, and vaccines for global health needs.
The Minister also proposed concrete cooperation avenues, including joint research platforms, translational research bridges, startup and incubation linkages, workforce co-training in GMP manufacturing, regulatory science, and quality systems, as well as alignment on standards and resilient supply chains for critical biopharmaceutical inputs.
Dr. Singh highlighted India’s support for around 150 incubators across universities and academic institutions and the government’s ₹1 lakh crore research, development, and innovation fund, emphasizing these as enablers for deeper engagement with Delaware’s research, manufacturing, and startup ecosystem.
Governor Meyer praised Delaware’s strong bio-pharmaceutical base, expanding port infrastructure, and business-friendly environment. Delegation members discussed opportunities in clean hydrogen, workforce development, startup incubation, and corporate frameworks.
The meeting concluded with an agreement to establish a structured working group to translate discussions into actionable programs, including joint research initiatives, startup exchanges, and institutional partnerships, strengthening the state-level dimension of the broader India–US strategic partnership in biotechnology and advanced manufacturing.
