The Himachal Pradesh Government has approved the creation of a separate State Cadre of Junior Office Assistant (IT) under the Directorate of Recruitment to institutionalize a transparent, merit-based, and uniform recruitment process. The move aims to facilitate inter-departmental transfers and ensure rational deployment of human resources across government departments.
In the first phase, the Government has created 300 posts of Junior Office Assistant (IT) as Job Trainees in the State Cadre. These posts will be filled through the Himachal Pradesh Rajya Chayan Aayog following the prescribed reservation roster.
A Government spokesperson stated that the Directorate of Recruitment will function as the Cadre Controlling Authority, overseeing postings, transfers, service record maintenance, and HR data management. However, day-to-day supervision, performance assessment, and attendance monitoring will be managed by the respective Heads of Departments where employees are posted. Cadre seniority will be maintained centrally by the Directorate as per the general principles of seniority adopted by the State Government.
To streamline operations, the Government will frame Recruitment and Administrative Arrangements and Standard Operating Procedures (SOPs) in consultation with advisory departments. These will define appointing, controlling, and disciplinary authorities, along with requisition, posting, and reporting mechanisms.
Additionally, a centralized Human Resource Management Information System (HRMIS) will be developed through NIC to enable real-time monitoring of cadre strength, postings, and service records.
The spokesperson added that this initiative will not only ensure efficient and timely deployment of manpower across departments but also create new employment opportunities for the youth in a transparent and accountable manner.
