Promoted Lecturers Must Join by Sept 18: Thakur

Education Minister Rohit Thakur today chaired a high-level review meeting with senior education officials, including Deputy Directors from the Higher, Elementary, and Quality Education wings. The meeting focused on the implementation of educational reforms, post-disaster recovery, and strict enforcement of discipline and accountability in the department.

Highlighting the government’s commitment to uninterrupted and quality education, the Minister expressed concern over the severe impact of recent natural disasters on schools across the state. As of now, 1,125 educational institutions have been affected, incurring estimated damages of Rs. 59.5 crore. He noted that funds amounting to Rs. 51.13 crore were released for repairs in 2023, and Rs. 13.22 crore has been allocated in 2025 (till September), with Mandi district receiving the highest share of Rs. 16.19 crore from 2023 to date.

The Minister directed that restoration of damaged schools be prioritized to ensure academic continuity. He ordered that Post Disaster Needs Assessment (PDNA) funds be used judiciously, giving preference to schools with over 75% damage. Utilization reports must be submitted within five days, failing which the funds will be reallocated.

In a major relief for students affected by the calamity, the Minister instructed HPBOSE to provide free duplicate certificates to those who lost documents in the disaster. Additionally, the government will bear the rent for temporary relocation of schools that are no longer operational due to structural damage.

On administrative matters, the Minister issued a strict directive that lecturers who have been promoted must join by 18th September, failing which their promotions would be forfeited and passed on to the next eligible candidates. Emphasizing discipline and accountability, he warned that absenteeism and negligence will not be tolerated. He instructed that all Deputy Directors must submit leave applications at the Directorate level and take immediate action against errant staff.

The Minister also reviewed pending inquiries related to POCSO cases, NDPS Act violations, and financial irregularities, reaffirming the State Government’s Zero Tolerance Policy towards such offences. He directed that investigations be fast-tracked, responsibilities fixed, and exemplary disciplinary action taken.

He further stressed the importance of regular inspections by Deputy Directors, stating that they are vital for safeguarding school infrastructure, ensuring staff efficiency, and monitoring implementation of reforms.

Addressing teacher deployment, the Minister reviewed the rationalization of staff as per student enrolment and directed that every constituency must have at least three to four schools offering all academic streams. He also raised concern over the decline in science stream enrolment and called for improved infrastructure and outreach to encourage student interest in science education.

Director of School Education Ashish Kohli emphasized the need for discipline and close monitoring of reforms. Secretary Education Rakesh Kanwar, HPBOSE Secretary Maj. Vishal, and all Deputy Directors attended the meeting.
