Gopal Yojana Boosts Care for Destitute Cows

The State Government has taken significant measures to address the issue of stray and destitute cattle, releasing Rs. 14.68 crore under the Gopal Yojana in the financial year 2025–26. The funds are aimed at ensuring proper care, shelter, and nutrition for abandoned and destitute cows across the state.

Officials noted that stray cattle pose serious challenges to farmers, particularly by damaging standing crops. In several regions, such losses have forced farmers to scale down or abandon agricultural activities altogether.

As part of strengthening cattle care infrastructure, the monthly maintenance grant for cows in registered shelters and sanctuaries has been increased from Rs. 700 to Rs. 1,200 per animal, effective from October 1, 2025. The enhanced assistance is being disbursed through the Himachal Pradesh Gau Seva Aayog to ensure better management, improved nutrition, and proper healthcare for the animals.

The government highlighted that the proper rehabilitation of stray cattle will not only reduce crop losses and encourage farmers to resume agricultural activities but will also improve road safety, as a significant number of accidents involve stray cattle.

The Budget 2026–27 includes further measures for the welfare of stray cattle. Over recent years, the state has established multiple cow sanctuaries and large Gausadans. Voluntary organizations, NGOs, and private enterprises interested in adopting government-run cow shelters or sanctuaries will be granted permission to do so.

Chief Minister Sukhvinder Singh Sukhu said, “The rural economy remains a priority for the State Government. Even after the discontinuation of RDG, there will be no shortage of funds to support our farmers and horticulturists.”
