Mountain communities in Himachal Pradesh are actively rewriting their climate response playbook. A new CEEW-ICIMOD study across 12 gram panchayats in Mandi, Kullu, Sirmaur, and Shimla reveals that every single village surveyed is already adapting to extreme weather—from shifting crop patterns to reviving dried-up springs. Unveiled at Hotel Peterhoff by senior state officials and climate experts, the report showcases how grassroots ingenuity combined with strategic foresight can transform climate vulnerability into lasting resilience.
The findings highlight impressive local solutions. In Bajaura (Kullu), farmers pivoted from pomegranates to resilient persimmons, while over 20 families in Sandhu (Shimla) adopted natural farming. In Thana Kashoga (Sirmaur), women’s groups have restored five traditional spring-fed baoris, with more underway. Meanwhile, Shoghi set up a pioneer Village Disaster Management Committee to train locals in first-aid and rapid evacuation following the 2023 floods.
Co-developed with communities and officials, the study outlines 25 anticipatory solutions that can be backed by over 30 existing government schemes. Key officials, including Duni Chand Rana, IAS (MD, HPMC) and Nishant Thakur, HPAS (Additional Secretary, HPSDMA), emphasized shifting from reactive disaster relief to proactive, community-led planning. Experts from CEEW, ICIMOD, and HITA noted that pairing local champions with institutional support creates a scalable model for the entire Hindu Kush Himalaya region.
To scale these efforts, the report recommends equipping local bodies with CEEW’s Gram Panchayat Climate Resilience Calendar, integrating climate goals into official village development plans, and introducing forecast-based financing to release emergency funds before disasters hit.
