The Central Adoption Resource Authority (CARA), under the Ministry of Women and Child Development, organized a Regional Consultative Workshop in Guwahati, Assam, on 30th January 2026, focused on promoting non-institutional rehabilitation of children with special needs (Divyaang Children).
The day-long event brought together 122 stakeholders, including representatives from State Adoption Resource Agencies (SARAs), Specialized Adoption Agencies (SAAs), District Child Protection Units (DCPUs), health professionals, and adoption practitioners from across the region, reflecting a growing institutional commitment to improving adoption and care mechanisms.
The workshop featured an overview of CARA’s initiatives, a screening of a film showcasing successful adoptions of children with special needs, and state-wise sharing of challenges, best practices, and innovative approaches to facilitate family-based care.
Structured group discussions focused on key areas: health and medical assessments, legal and procedural aspects, financial and administrative challenges, grievance redressal, and inter-institutional coordination. Each group presented actionable recommendations to strengthen identification, counselling, placement, and post-adoption support for Divyaang children.
The workshop concluded with a collective resolve to develop a strategic roadmap to promote domestic adoption, enhance non-institutional care, and intensify awareness during Adoption Awareness Month. CARA reaffirmed its commitment to ensuring that every child, regardless of physical or developmental challenges, grows up in a safe, nurturing, and permanent family environment.
