CM Fast-Tracks Village-Level Development Works

Chief Minister Thakur Sukhvinder Singh Sukhu has directed all departments to complete pending rural development works within the next three months, emphasizing that inclusive and sustainable growth of Himachal Pradesh depends on the strengthening of rural infrastructure, where nearly 90 percent of the State’s population resides.

Reviewing the progress of various rural sectoral schemes, the Chief Minister expressed concern over delays in projects despite sanctioned funds. These included works under the Backward Area Sub Plan, MPLAD, Vidhayak Kshetra Vikas Nidhi Yojana, Local Area Development Fund, Mukhya Mantri Gram Path Yojana and other MLA-funded initiatives.

He noted that several small but crucial works—such as hand pumps, footpaths, drains, community halls, retaining walls, footbridges, irrigation channels and village roads—had remained pending for long periods, affecting last-mile delivery of development. Stressing their importance, he said such need-based works directly address local requirements and strengthen village-level infrastructure.

The Chief Minister said that since the formation of the present government, “Vyavastha Parivartan” has been adopted as the core governance philosophy to correct systemic imbalances and revive neglected rural development mechanisms. He revealed that 11,064 works worth Rs. 204 crore had not been initiated, while 16,834 works amounting to Rs. 348 crore were under execution for prolonged periods without completion.

He added that strict instructions had already been issued to Deputy Commissioners and field officers to expedite stalled projects. As a result of enhanced monitoring, 18,262 works were completed between October 2025 and 15 January 2026, providing significant relief to villagers. Progress is now being tracked through a real-time dashboard, with field officers submitting daily reports to ensure accountability.

Reaffirming the government’s commitment to transparency and equity, the Chief Minister said development would be carried out uniformly across all constituencies without political bias. Departments including Jal Shakti, PWD, Block Development Offices and Panchayats have been directed to fast-track all sanctioned works.

Secretary (Planning) Abhishek Jain informed that out of the 11,064 works not started earlier, 9,689 works worth Rs. 177 crore were completed within three months. Similarly, out of 16,384 long-pending works, 8,573 works amounting to Rs. 159 crore have been completed, while the remaining are targeted for completion within the next three months. Field inspections and review meetings have been conducted in districts such as Chamba, Kullu and Bilaspur, and long-pending utilization certificates have also been secured.

The Chief Minister reiterated that under “Vyavastha Parivartan,” the State Government remains committed to fast-tracking development works, enforcing strict monitoring, and ensuring optimal use of public funds so that the benefits of development reach every village and every section of society.
