CM Sukhu today reviewed the development of the Annual Performance Appraisal Report (APAR) software being created by the Department of Digital Technologies and Governance. The initiative aims to establish a fully digital, transparent, and efficient performance appraisal system for government employees.
During the review, officials briefed the Chief Minister that the APAR portal will enable end-to-end online processing of APARs and Annual Work Plans through a streamlined digital workflow. The system is designed to ensure objectivity, accountability, and ease of monitoring in employee performance evaluation.
It was highlighted that APARs will be initiated based on annual work plans and clearly defined qualitative and quantitative targets prepared by the concerned reporting authority. The software will also allow flexibility to revise these targets annually for individual officers or entire cadres, in line with changing priorities and administrative needs.
The Chief Minister emphasized that a standardized APAR format will be applied across all cadres—Group A, B, C, and D employees—ensuring fairness and uniformity in performance assessments. The portal will also facilitate the online identification and approval of reporting, reviewing, and accepting officers at the initiation stage of APARs.
Officials further explained that multiple APARs can be initiated within a single financial year, provided each covers a minimum tenure of three months. This feature will enable more accurate evaluations in cases of transfers or changes in assignment.
CM Sukhu stressed the importance of timely completion and a user-friendly design of the software, noting that the APAR portal will be a key tool in promoting transparency, accountability, and performance-based governance in the state administration.
