Under the leadership of CM Sukhu, Himachal Pradesh is rapidly establishing itself as a frontrunner in tech-first public administration. By embedding artificial intelligence, automated tracking, and unified digital platforms into daily operations, the state government is fundamentally overhauling civil services to deliver faster, more transparent, and paperless governance.
At the foundation of this transition is the statewide rollout of eOffice across nearly 900 government establishments, including 108 Secretariat branches, 98 Directorates, 12 District Collectorates, 15 SP offices, and hundreds of field units. Features like eFile tracking, digital signatures, and workflow automation have drastically cut physical paperwork and processing delays. Administrative accountability is further strengthened internally through the APAR Portal for digitized appraisals, an automated Meeting Management System that tracks action-taken reports, and an AI-enhanced Document Management System for secure file archival and instant retrieval.
On the public service front, citizen engagement is being streamlined through unified digital gateways like HimAccess, a Single Sign-On identity platform, and the HimSeva portal, which is currently being upgraded with AI-driven document verification ahead of its ‘HimSeva 2.0’ release. Meanwhile, the state’s unified family registry, HimParivar, simplifies e-KYC and beneficiary verification across welfare schemes. Complementing these platforms is the Mukhyamantri Seva Sankalp Helpline (1100), connecting over 10,000 officials across 93 departments with WhatsApp chatbot integration to ensure prompt, time-bound resolution of citizen grievances.
