Pensioners and family pensioners under the Himachal Pradesh government must submit their annual life certificates by September 30, 2026. This mandate follows the standard provisions of the H.P. Treasury Rules and official instructions issued by the Finance Department.
To modernize the process, the state government has mandated that life certificates be submitted digitally via the Jeevan Pramaan application. Manual submissions will no longer be accepted, with an exception made exclusively for medically unfit pensioners who present a physical certificate validated by a medical doctor.
Pensioners can generate their digital certificates independently on personal mobile devices using the Jeevan Pramaan app or by visiting the portal at jeevanpramaan.gov.in. Alternatively, biometric verification facilities are accessible at local Lok Mitra Kendras and Common Service Centres across the state.
To further ease the process, the state government has authorized the India Post Payments Bank (IPPB) as an official verification agency. Pensioners can complete their digital verification at any IPPB branch, local post office, or even request doorstep service at home. Certificates generated online using biometric authentication are accepted as valid, with each verification remaining active for one year.
