Himachal Cabinet Sanctions Enhanced Relief for Disaster-Hit Families

In a significant move to support disaster-affected families across Himachal Pradesh, the State Cabinet, chaired by CM Sukhu, approved a special relief package that substantially increases compensation amounts. The relief for fully damaged houses has been raised from ₹1.30 lakh to ₹7 lakh, while compensation for partially damaged houses has gone up from ₹12,500 to ₹1 lakh. Similarly, financial assistance for damaged shops/dhabas has increased tenfold—from ₹10,000 to ₹1 lakh. Compensation for damaged cowsheds now stands at ₹50,000, and tenants will receive ₹50,000 for loss of belongings, while house owners will receive ₹70,000. The loss of large milch animals will now be compensated at ₹55,000 (up from ₹37,500), and the compensation for sheep, goats, pigs, and lambs has been more than doubled to ₹9,000 per animal. For agriculture and horticulture losses, compensation has been raised from ₹3,900 to ₹10,000 per bigha, and for crop loss, from ₹500 to ₹3,000 per bigha. De-silting compensation has also been enhanced significantly. The Cabinet expressed grief over the lives lost during recent natural disasters and extended condolences to the bereaved families. It thanked agencies such as NDRF, SDRF, Indian Army, Police, NGOs, and volunteers for their support in relief and rehabilitation efforts. The Cabinet also condemned misbehavior with the Revenue Minister and disrespect shown to the National Flag in Seraj, urging the public to support the Aapada Rahat Kosh generously.

In another major decision, the Cabinet approved the launch of the Rajiv Gandhi Van Samvardhan Yojna, a ₹100 crore initiative over five years aimed at forest conservation through community participation. Under this, Mahila Mandals, Yuvak Mandals, SHGs, and other community groups will receive up to ₹1.20 lakh per hectare for plantation activities. The scheme also includes performance-based incentives. The Cabinet approved key amendments to the Himachal Pradesh Municipal Election Rules, 2015 to streamline electoral processes. These include a standard format for ward publication, revised rules for electoral roll finalization, and transferring notification powers to the State Election Commission.

Further, it granted approval for increasing seats in paramedical courses at IGMC Shimla and RPGMC Tanda, upgrading Dhaneta PHC to a Community Health Centre in Hamirpur, and establishing a new Police Post at Khaira in Shimla. It approved jurisdictional changes in various police and administrative divisions, including the transfer of Hatli Police Post from Chowari to Sihunta in Chamba and shifting the new Sub-Tehsil Lauharaghat from Arki to Nalagarh in Solan. The Cabinet also approved the upgradation of Nagar Panchayat Jawali to a Municipal Council in Kangra and reclassification of Municipal Council Sunni as a Nagar Panchayat.

Additionally, the Cabinet approved allotment of land to Himachal Pradesh Milkfed for a milk processing plant in Mehandali, Rohru (Shimla), a 50% concession in motor vehicle tax for scrapping older vehicles, the creation of posts in the Pain and Palliative Care Cell at IGMC Shimla, and the pre-mature release of 15 prisoners under the State Sentence Review Board’s recommendation—marking a first-of-its-kind decision in the state.
