The Himachal Pradesh State Pollution Control Board (HPSPCB) has launched a comprehensive public awareness campaign to enforce the newly notified Solid Waste Management Rules, 2026. Effective since April 1, 2026, the updated regulations replace the previous 2016 framework and extend across all urban, rural, commercial, institutional, and government establishments in the state. Speaking at a press conference in Shimla, HPSPCB Secretary Sushil Kumar Singla highlighted that the cornerstone of the new rules is mandatory source segregation into four distinct categories: Wet Waste (organic kitchen waste), Dry Waste (recyclables like plastic, paper, and metal), Sanitary Waste (diapers and pads wrapped in secure pouches), and Special Care Waste (hazardous household items such as expired medicines, batteries, CFL bulbs, and paint cans).
The campaign aligns directly with Supreme Court oversight monitoring the national rollout of the 2026 rules. To ensure strict compliance, Deputy Commissioners and local bodies have been directed to identify all Bulk Waste Generators (BWGs) within six weeks. Non-compliant commercial or institutional entities failing to segregate or process their waste face severe regulatory action, including the temporary disconnection of electricity and water supplies via the District Collector’s Special Cell. Open burning, littering, or dumping of waste into drains, public spaces, and water bodies remains strictly prohibited under law, reinforcing the fundamental duty of every citizen and establishment under Article 51A(g) of the Constitution.
The state framework places equal emphasis on rural coverage and youth engagement. Gram Panchayats and rural local bodies are tasked with managing door-to-door collection, encouraging home composting, and curbing open dumping along village roadsides and waterways. Meanwhile, the Department of School & Higher Education is integrating waste management into school curricula, training students to act as “Household Supervisors” who will drive total waste segregation in their homes. Backed by State and District Level Implementation Committees notified on April 9, 2026, daily audits of processing facilities and close monitoring of inter-state waste movement will ensure a clean, eco-friendly environment across Himachal Pradesh.
