Himachal Launches Fish MSP Scheme, Cuts Royalty

In a landmark move aimed at boosting fishermen’s welfare, the Himachal Pradesh Government has introduced a Minimum Support Price (MSP) for reservoir fish and slashed royalty rates to just 1 percent. The initiatives, announced under the Budget 2026–27 by Chief Minister Sukhvinder Singh Sukhu, mark a significant step toward strengthening the fisheries sector and securing livelihoods.

For the first time in the state’s history, reservoir fishermen will benefit from an assured pricing mechanism. The government has fixed a composite MSP of Rs. 100 per kilogram for fish. If market auction prices fall below this level, a subsidy of up to Rs. 20 per kilogram will be provided through Direct Benefit Transfer (DBT), ensuring fair compensation and transparency.

In another major relief measure, the royalty on reservoir fish has been drastically reduced. Previously cut from 15 percent to 7.5 percent, it will now stand at just 1 percent in the current financial year. This move is expected to directly benefit more than 6,000 fishermen by lowering financial burdens and increasing net income.

Himachal Pradesh’s main reservoirs—Gobind Sagar Lake, Pong Dam Lake, Ranjit Sagar Dam, Chamera Reservoir and Kol Dam Reservoir—play a key role in fisheries production. Species such as Silver Carp dominate several reservoirs, while Singhara is prominent in Pong Dam. Other commonly found fish include Rohu, Catla, Mrigal, Common Carp and Grass Carp.

Sustained policy interventions, including the stocking of advanced fingerlings, have significantly improved output. Reservoir fish production has risen from 549.35 metric tonnes in 2022–23 to 818.02 metric tonnes in 2025–26, reflecting strong sectoral growth.

Overall fish production in the state has also increased from 19,019 metric tonnes in 2024–25 to 20,005 metric tonnes in 2025–26. The government attributes this growth to continuous efforts in infrastructure development, better marketing systems and expanded livelihood opportunities for fishing communities.

These measures are expected to further strengthen the reservoir fisheries economy, promote sustainable practices and ensure greater income security for fishermen across Himachal Pradesh.
