In a decisive move to tackle drug abuse and prevent the diversion of narcotic substances from pharmaceutical channels, the Himachal Pradesh government, led by CM Sukhu, has proposed a dedicated e-way bill system under GST for tracking narcotic drugs and psychotropic substances.
A government spokesperson announced that a Sub-Divisional Magistrate (SDM)-led committee is being formed to monitor pharmaceutical companies licensed to handle narcotic formulations. The committee will include officials from the Excise Department, Police, and Drug Control Authority to ensure strict regulatory compliance and prevent misuse.
To enhance traceability, the state has formally requested the GST Council to introduce a separate e-way bill mechanism for narcotic substances. This would allow real-time tracking throughout the supply chain and ensure tighter control at all levels.
Additionally, the Department of State Taxes and Excise has enforced quantity restrictions on license holders managing narcotic substances, aiming to curb stockpiling and illegal diversion. The state is also revising the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1989, and updating its Integrated Drug Prevention Policy to reinforce legal and administrative measures.
District-level committees, chaired by District Magistrates, are being set up to oversee implementation, foster inter-departmental coordination, and run awareness campaigns—particularly focusing on youth outreach.
“This fight is not just about laws, rules and regulations, it is about saving lives and protecting our future generations,” said CM Sukhu, reaffirming the state’s commitment to eradicating drug abuse with community participation and strong governance.
