Responding to growing unease among teachers in state-run institutions, the Government of Himachal Pradesh has introduced partial changes to its “Scheme for CBSE Affiliated Schools of Excellence,” incorporating safeguards for current staff.
In an order issued on Monday, Education Secretary Rakesh Kanwar modified a disputed clause concerning cadre reorganisation and the requirement of prior approval for pursuing professional courses.
Under the revised norms, teachers who choose to move to CBSE-affiliated Schools of Excellence after qualifying a screening test must formally opt for inclusion in the CBSE Teacher Sub-Cadre before taking up their new assignment. At the same time, they will continue to hold a lien in their original cadre, thereby preserving their seniority, promotional avenues and other service benefits.
The order also specifies that once promoted, teachers currently posted in CBSE schools can be assigned to either CBSE or non-CBSE institutions, based on vacancy positions.
These amendments come amid the ongoing shift of several government schools to the CBSE curriculum, which has required administrative restructuring in accordance with affiliation guidelines.
Further, the state has made it mandatory for teachers to obtain prior departmental clearance before enrolling in B.Ed. courses. Permissions will be restricted to one per cent of the district’s sanctioned strength in each category, and retrospective approvals will not be granted.
Teacher bodies had previously objected to the creation of a distinct CBSE sub-cadre, contending that changing service conditions midway through careers was unjust. The decision to retain lien and safeguard seniority is being seen as an effort to address these concerns while advancing the reform process.
Officials said the adjustments are aimed at ensuring a seamless transition to CBSE affiliation without compromising the rights and service conditions of existing teachers.
