The Himachal Pradesh government has questioned the manner in which a recent operation was conducted by the Delhi Police within the state, alleging that mandatory legal procedures and inter-state coordination norms were not properly observed.
Naresh Chauhan, Principal Advisor (Media) to the Chief Minister, said the issue was serious and should not be viewed through a political lens. He maintained that any law enforcement agency operating outside its home jurisdiction must strictly comply with established protocols and inform the concerned state authorities in advance.
Chauhan alleged that the Delhi Police detained three individuals in Himachal Pradesh without prior communication with the state government or local police. He stressed that informing the host state’s police is a fundamental requirement in inter-state operations.
Calling the reported lack of coordination a significant concern, he said such actions touch upon the principles of federalism and respect for state jurisdiction. He further claimed that officials arrived at Himachal Sadan without a warrant and carried out detentions without registering a local FIR or following due coordination procedures.
He commended the Himachal Pradesh Police for intervening and ensuring that legal formalities were completed subsequently. According to him, the state police insisted on mandatory medical examinations and securing transit remand before permitting the transfer of the detained individuals, in line with legal provisions.
Chauhan asserted that no agency can operate in a state without adhering to the law and established administrative processes. He emphasized that prior information-sharing and coordination between states are essential to avoid misunderstandings and uphold constitutional safeguards.
He also criticized the response of the state BJP, alleging that Leader of Opposition Jai Ram Thakur had taken a position without thoroughly examining the facts and legal procedures involved.
The episode has triggered a wider discussion on inter-state policing authority, federal principles, and the importance of due process in law enforcement actions.
