The Government of Himachal Pradesh has been conferred the prestigious “People First Integration Award” by the Ministry of Electronics and Information Technology (MeitY), Government of India, in recognition of its outstanding achievement in delivering citizen-centric digital services.
The award was presented during the National Workshop and Conference on DigiLocker 2025, held in New Delhi on November 4, 2025, and highlights the State’s leadership in digital governance and public service innovation.
Through the Department of Digital Technologies and Governance (DDT&G), Himachal Pradesh has successfully integrated 51 HIMSeva (eDistrict) services, along with HimParivar and HimAccess Card initiatives, onto the DigiLocker platform. This marks a significant step forward in the State’s journey towards a seamless, transparent, and efficient digital ecosystem.
Speaking on the occasion, Gokul Butail, Principal Advisor (Innovation, Digital Technology & Governance) to the Chief Minister, emphasized that the achievement reflects the Chief Minister’s visionary leadership and continuous focus on digital transformation.
“Despite a demanding schedule, the Chief Minister personally reviews the progress of digitalization initiatives every month. This sustained guidance has been instrumental in accelerating the State’s digital governance reforms,” he said.
Butail added, “This award demonstrates the Government’s unwavering commitment to digital inclusion and citizen empowerment through innovation and technology. Under the HimParivar and HimAccess projects, our goal is to build a unified digital ecosystem ensuring transparent, efficient, and inclusive service delivery for every citizen.”
Receiving the award on behalf of the State Government, Ashish Singhmar, IAS, Secretary, Department of Digital Technologies & Governance, reaffirmed the department’s commitment to expanding digital access and ease of governance.
Dr. Nipun Jindal, Director, DDT&G, noted that the department has worked in a mission mode to integrate 53 types of citizen certificates and documents with DigiLocker. These include the HimParivar and HimAccess Cards, Bonafide Himachali Certificate, Copy of Parivar Register, Domicile Certificate, Income Certificate, Character Certificate, and several other services offered through the HIMSeva (eDistrict) Portal.
This integration not only minimizes physical documentation but also ensures secure, transparent, and efficient access to government services—empowering citizens with a unified digital platform that embodies the principles of “People First” governance.
