In a major step toward strengthening India’s space security architecture, the Indian Computer Emergency Response Team (CERT-In), under the Ministry of Electronics and Information Technology, in collaboration with SIA-India, has released comprehensive Space Cyber Security Guidelines aimed at protecting satellite communication systems and related infrastructure.
The joint framework was unveiled at the DefSat Conference & Expo 2026 held in New Delhi from February 24–26, 2026. The guidelines are advisory in nature and seek to enhance cyber preparedness across India’s rapidly expanding space ecosystem.
Satellite communication systems play a crucial role in ensuring connectivity in remote and strategic regions, supporting national security, disaster response, navigation, broadcasting, and various economic activities. Recognizing their strategic importance, the framework outlines key cyber security principles, recommended safeguards, and defined responsibilities for stakeholders including government agencies, satellite operators, ground station managers, equipment manufacturers, and private space enterprises.
Dr. Sanjay Bahl, Director General, CERT-In, emphasized that the guidelines establish a forward-looking and unified framework to safeguard satellite networks, ground infrastructure, supply chains, and other space assets against evolving cyber threats. He noted that strengthening cyber resilience is essential for protecting India’s technological sovereignty and future growth.
Dr. Subba Rao Pavuluri, President of SIA-India, highlighted the importance of public-private partnership in building robust cyber resilience. He said the joint document integrates industry insights with CERT-In’s cyber expertise, marking a significant advancement in securing India’s space sector.
Anil Prakash, Director General of SIA-India, underlined that cybersecurity must now become a core pillar of mission assurance in India’s expanding space ecosystem. He stressed the need for secure-by-design systems and adaptive security models that evolve in response to emerging threats.
CERT-In serves as India’s national agency for cyber incident response under Section 70B of the Information Technology Act, 2000. It operates a 24×7 incident response help desk and provides prevention, response, and security quality management services.
SIA-India is a non-profit industry body representing satellite operators, manufacturers, suppliers, startups, academic institutions, and other stakeholders in India’s space sector, advocating policy engagement and international collaboration.
The release of these guidelines marks a decisive move toward institutionalizing cyber resilience across India’s space infrastructure at a time of increasing digital threats.
