The Government of Himachal Pradesh has issued a significant update to improve e-waste disposal practices across the state, in alignment with the E-Waste (Management) Rules, 2016 and guidelines from the Himachal Pradesh State Pollution Control Board (HPSPCB). This move comes after it was found that current disposal methods were not in compliance with the mandated regulations, posing a serious threat to the environment and public health.

In a bid to ensure better management of electronic waste, the Department of Environment, Science, Technology & Climate Change has issued an Office Memorandum (No. STE-F(2)-2/2017-loose, dated 9th December 2024), emphasizing the need for all Government Departments, Boards, Corporations, and Commissions in Himachal Pradesh to adhere to the provisions of Rule 9 of the E-Waste (Management) Rules, 2016.
This new directive mandates that all e-waste generated by these entities be disposed of through authorized channels such as collection centers, recyclers, and take-back service providers registered with the Himachal Pradesh State Pollution Control Board (HPSPCB) or the Central Pollution Control Board (CPCB).
Key Points of the New E-Waste Disposal Guidelines:
- Authorized Collection Centers and Recyclers: E-waste can only be disposed of through authorized recycling centers, dismantlers, or take-back service providers to ensure safe and environmentally friendly disposal.
- Auction Process Compliance: Only registered and authorized e-waste dealers and recyclers will be permitted to participate in the auction process for e-waste.
- No Open Disposal: Dumping e-waste in open spaces or mixing it with general waste is strictly prohibited.
