Quantum Jump in Digital Transformation in Himachal Pradesh

Department of Digital Technologies, Govt of Himachal Pradesh in coordination with various departments of the State Government has achieved a 100% saturation of 56 mandatory e-services in National e-Governance Service Delivery Assessment (NeSDA). In an impact evaluation by the Indian School of Business, the state has made significant progress, reflecting a 40.89% improvement in just six months according to the NeSDA framework parameters. The top three departments that have performed well in the last few months are Jal Shakti Vibhag, the Education Department, and HPSEBL. This progress will increase the state’s ranking. Departments were requested to continue working on the remaining parameters to ensure full compliance with all NeSDA criteria.

Department of Digital Technologies and Governance on 29 June 2024 organized a workshop in collaboration with the team at Indian School of Business (ISB) to provide training to representatives of the concerned departments on Him Data Portal and NESDA Framework. The ISB team shared the detailed report and impact assessment of the progress made by the state in the National e-Governance Service Delivery Assessment (NeSDA) framework.

Speaking at the occasion, Dr. Aarushi Jain, Director Policy, Bharti Institute of Public Policy at ISB emphasized on commendable effort put by the departments of state government of Himachal Pradesh and steps taken with the suggestions provided by the first level of assessment done by the researchers at ISB. Simultaneously, Him Data Portal will enhance the open data ecosystem to augment e-governance service delivery mechanism one of the recent mandate by NeSDA guidelines.

The Him Data Portal, a one-stop platform to integrate data of the State Government, was launched by the Hon’ble Chief Minister last year. The portal aims to promote transparency, accountability, and innovation in the state by providing citizens, businesses, and policymakers with easy access to high-quality data. Developed by the Indian School of Business (ISB), Mohali, the portal is now being handed over to the State Government by the ISB team.

NeSDA is a comprehensive assessment of the e-governance service delivery mechanisms across all levels of government in India. Launched in 2018 by the Department of Administrative Reforms & Public Grievances (DARPG), Government of India, NeSDA aims to measure the depth and effectiveness of existing e-governance service delivery mechanisms. To identify gaps and improve the state’s rating, the assignment was given to the Indian School of Business (ISB) to provide recommendations for enhancing digital advancement.
