Shimla’s Sealed Roads Open Up With Lower Fees

The Himachal Pradesh Government has introduced the Shimla Road Users and Pedestrians (Public Safety and Convenience) Amendment Ordinance, 2026 to provide relief to private vehicle owners in Shimla city.

Under the revised provisions, the pass charges for sealed and restricted roads have been reduced significantly. The annual fee for private vehicles on each sealed road has been brought down from Rs. 15,000 to Rs. 8,000, while the fee for restricted roads has been reduced from Rs. 5,000 to Rs. 3,000 per vehicle annually.

The amendment also allows vehicle owners to obtain passes for a six-month period. A six-month pass will cost Rs. 4,500 for each sealed road and Rs. 2,000 for each restricted road.

Earlier, vehicle owners had to apply only for annual passes and pay the full yearly fee, as there was no provision for shorter-duration permits. The new arrangement aims to make road access more convenient and affordable for private vehicle users in Shimla.
