Union Education Minister Dharmendra Pradhan presided over the Letter of Intent (LoI) handover ceremony to the University of Liverpool in New Delhi today. The University of Liverpool becomes the second UK university and fourth foreign university overall to formally announce its campus in India under the UGC’s 2023 regulations. The Bengaluru campus, scheduled to start in August 2026, will offer undergraduate and postgraduate programs in Business Management, Finance, Computer Science, Biomedical Sciences, and a unique Game Design program.
Pradhan stated that this development is a significant step in India’s efforts to internationalize its higher education and reflects the broader vision of the National Education Policy (NEP) 2020, which aims to foster rooted, global, and future-ready education. He emphasized that universities are critical drivers of sustainability, health, wellness, and global prosperity, and that India is emerging as a trusted partner in global academia.
The new campus will focus on STEM-related research, innovation, and building a global academic ecosystem. It will create a research-intensive environment, fostering collaborations with industries and providing students with skills for global careers. Students will also benefit from exchange programs, global exposure, and access to international mobility opportunities.
Alongside the LoI handover, three MoUs were signed with the Royal College of Obstetricians and Gynaecologists, AstraZeneca Pharma India, YouWeCan, and Dream11, signaling future collaborative ventures.
Highlighting India’s growing educational ties with global institutions, Shri Pradhan noted that 15 foreign universities are expected to establish campuses in India in the coming academic year, particularly in STEMB (Science, Technology, Engineering, Mathematics, and Business).
Dr. Vineet Joshi, Interim Chair of the UGC, reiterated that the LoI reflects a transformative shift in Indian higher education, aligned with strategic reforms and global engagement envisioned in NEP 2020.
Two panel discussions also took place at the event on India–UK Free Trade Agreement and Antimicrobial Resistance (AMR), underscoring the deepening bilateral engagement in education and research.
