In a decisive move to maintain public hygiene and civic order, District Magistrate Shimla Anupam Kashyap has imposed a ban on any strike or agitation by workers of the SEHB Society under the provisions of the Himachal Pradesh Essential Services (Maintenance) Act, 1973.
The order comes in response to information regarding a proposed indefinite strike by SEHB Society workers from May 15, 2026. The administration warned that any disruption in sanitation services could severely impact waste management across Shimla city.
According to officials, the SEHB Society has been responsible for door-to-door garbage collection, lifting, and disposal in Shimla since 2010. A strike, authorities stated, could lead to garbage accumulation at multiple locations, posing serious risks to public health, sanitation, and the environment—particularly during the peak tourist season.
The District Magistrate observed that sanitation services under the Municipal Corporation Shimla are essential for maintaining public order and urban hygiene in the hill town. Exercising powers under Section 4 of ESMA, the administration directed all SEHB workers not to participate in any strike, remain absent without valid reason, or disobey lawful instructions.
The order clearly states that any violation will attract strict legal action under the Essential Services Maintenance Act. The restrictions have come into immediate effect and will remain in force until further orders.
