Governor Shiv Pratap Shukla on Thursday inaugurated the training programme of the 2025 batch of Officer Trainees of the Indian Audit and Accounts Service (IA&AS) at Yarrows, Shimla. Addressing the inaugural ceremony, the Governor called upon the young officers to uphold constitutional values, integrity and professional excellence, and to emerge as true custodians of the high standards set by the audit and accounts service across the country.

The Governor emphasized the importance of maintaining decorum and fostering continuous dialogue to strengthen financial accountability and reporting mechanisms, particularly at the grassroots level.

Recalling the rich legacy of the National Academy of Audit and Accounts (NAAA), established in 1950, Shukla said the academy has played a pivotal role in promoting financial discipline, transparency and good governance in India. He said it was a matter of pride for the trainee officers to receive professional training from such a prestigious institution.

Highlighting the constitutional significance of the Comptroller and Auditor General (CAG) of India, the Governor described the institution as one of the most vital constitutional offices. He reminded the trainees that by joining IA&AS, they were becoming part of an organization entrusted with safeguarding public resources and ensuring financial accountability in public administration.

The Governor noted that the role of auditors extends beyond financial scrutiny, as every audit contributes to systemic improvement, stronger governance and improved public service delivery. He also stressed the need for continuous learning in the 21st century, stating that knowledge and adaptability are key to professional excellence. He encouraged the trainees to fully utilize the academy’s resources to enhance their intellectual and professional capabilities.

Officers from Bhutan and Maldives are also participating in the training programme. On the occasion, the Governor released a coffee table book to commemorate the event.

Director General, NAAA, S. Alok welcomed and honoured the Governor and administered the oath to the trainee officers. Later, Director Pushpalata proposed a vote of thanks.
