CM Sukhu today released the first-ever comprehensive compendium, ‘Water Laws of Himachal Pradesh’, prepared by the Jal Shakti Vibhag. The landmark publication consolidates key Acts, rules, policies, technical manuals, and administrative guidelines governing the department into a single, authoritative reference document.
The compendium has been compiled and edited by Principal Secretary, Jal Shakti Vibhag, Dr. Abhishek Jain; Chief Engineer, Shimla Zone, Er. Mukesh Hira; and Superintending Engineer, Shimla Zone, Er. Vijay Kashyap.
Highlighting the importance of the initiative, the Chief Minister said the compendium would serve as a comprehensive guide for officers, engineers, contractors, and citizens, ensuring greater transparency, accountability, and efficiency in water supply, sewerage, and irrigation services across the State.
Appreciating the efforts of the Jal Shakti Vibhag, Sukhu said the document brings together decades of legal, technical, and administrative knowledge, enabling better institutional understanding and more effective decision-making at all levels.
The Chief Minister said Himachal Pradesh continues to set benchmarks in water management, with 99.9 percent of households covered under tap water connections through the Jal Jeevan Mission. The State’s commitment to sustainable water governance has also been recognised with the National Water Award in 2026.
Organised into thematic sections, the compendium covers policies and Acts, operational guidelines, water charges, financial powers, tender procedures, legal matters, litigation, and water quality standards. It provides a single-window resource for understanding the regulatory and operational framework of the Jal Shakti Vibhag.
Sukhu said the publication would help field officers take informed decisions, assist contractors with greater clarity on procedures, and enable citizens to access important information related to water tariffs, service guarantees, and accredited water testing facilities.
He expressed confidence that the initiative would further strengthen good governance, streamline service delivery, and enhance transparency in the functioning of the Jal Shakti Vibhag.
