In a significant ruling, the Himachal Pradesh High Court has ordered the suspension of outpatient department (OPD) services at the All India Institute of Medical Sciences (AIMSS) in Chamiana until adequate road connectivity to the facility is ensured. The Hon’ble High Court, in its detailed order, emphasized the necessity of a safe, comfortable, and well-lit road leading to the Super Specialty Hospital at Chamiana. The court noted that the current road conditions do not meet these essential requirements, thereby posing risks to patients and healthcare providers. The operative part of the court’s order stated:
“In the light of this submission, we find that it would be desirable to defer the operation of OPDS Super Specialty in question at least till proper road connectivity with the Super Specialty Hospital at Chamiana to the city of Shimla is provided since it is important to have a safe, comfortable, well-lighted and usable road to the said premises.”
Interim Measures
As a result of this directive, the court has instructed that all OPD services at AIMSS Chamiana be temporarily halted. Instead, these services will be relocated to the Indira Gandhi Medical College (IGMC) in Shimla until a suitable road is constructed. The court has made it clear that the OPD services will resume at Chamiana only when a black-topped road that is safe and usable in all weather conditions is established.
