Himachal Strengthens Roads Against Rain Damage

Himachal Pradesh has unveiled a comprehensive Road Drainage Policy aimed at strengthening the state’s road network against recurring monsoon damage. With over 40,000 km of roads spanning Major District Roads, Other District Roads, and rural link roads, the state has long faced repeated losses due to inadequate drainage and slope instability, totaling nearly ₹5,400 crore in 2023 and 2025 alone.

The new policy introduces hydrology-based designs, using actual rainfall data and terrain characteristics to create scientifically planned drainage systems. Box culverts will become the default drainage structure for new roads, reducing clogging and facilitating mechanical cleaning. Additional measures include hillside protection in landslide-prone zones, standardized covered drains in habitation areas, raised kerbs on uncovered stretches, and reflective markers for improved traffic safety.

The initiative also enforces stricter compliance under the HP Road Infrastructure Protection Act, prohibiting the discharge of wastewater, sewage, or solid waste into road drains, and penalizing obstructions caused by parked vehicles or construction materials.

Implementation will be phased, prioritizing Major District Roads to ensure all-weather connectivity in economically and strategically important regions. Officials say the policy marks a long-term structural solution to monsoon-related road damage, emphasizing safety, resilience, and the durability of infrastructure.

CM Sukhu highlighted that this initiative aligns with the broader vision of “Vyavastha Parivartan,” stressing that sustainable infrastructure is key to protecting public resources, ensuring uninterrupted connectivity, and improving quality of life across the state.
