Himachal Pradesh is witnessing a historic transformation in its tourism sector under the Congress government’s vision of Vyavastha Parivartan, with conservation, livelihood generation and economic growth being seamlessly integrated, Chief Minister Thakur Sukhvinder Singh Sukhu said here today.
The Chief Minister said that unlike the previous BJP regime, which failed to utilise the State’s vast water resources, the present government has turned long-neglected lakes and reservoirs into vibrant tourism destinations, opening new avenues for employment and revenue.
Highlighting Pong Dam Lake—also a Ramsar Wetland—the Chief Minister said it is being developed as one of India’s premier bird-watching destinations, especially between November and February. He said the initiative proves that ecology and tourism can thrive together under responsible governance.
New attractions such as shikara rides and floating bird-watching decks will soon be introduced, offering tourists and ornithologists a unique opportunity to observe thousands of migratory birds arriving from Siberia and Mongolia. Guided bird-watching experiences are already available at the Pong Dam Lake Bird Sanctuary, while the Regional Water Sports Centre at Khatiyar provides facilities for boating, canoeing, kayaking, sailing, rowing and water skiing.
The Chief Minister said lakes like Gobind Sagar in Bilaspur and Tattapani near Shimla, which remained ignored for years, have now been transformed into major water-tourism hubs. Visitors are enjoying shikara rides, speed boats, houseboats, jet skis and water scooters, marking water tourism as a new growth engine for the State.
He added that Bilaspur is fast emerging as a national hub for water-based adventure tourism, supported by festivals, organised facilities and employment-generation societies that ensure direct benefits for local communities.
“Tourism is not merely about recreation; it is about livelihoods, dignity of labour and inclusive economic growth,” the Chief Minister said, describing the transformation as unimaginable a few years ago.
He said the government’s vision extends beyond water tourism. Under the Eco-Tourism Policy, 77 new eco-tourism sites are being explored across forest circles, with an estimated revenue potential of nearly ₹200 crore over the next five years, positioning Himachal Pradesh as a global model for responsible and sustainable tourism.
To promote entrepreneurship and empower youth, the Chief Minister highlighted the Chief Minister Tourism Start-Up Scheme, which offers interest subvention and subsidies for homestays, hotels and food vans.
“These initiatives reflect the true spirit of Vyavastha Parivartan, where natural resources are responsibly utilised to generate growth, employment and empowerment for the people of Himachal Pradesh,” he added.
