The Himachal Pradesh government has announced an ambitious green initiative, “Mission 32 Percent,” in its 2026–27 Budget, setting a target to raise forest cover from 29.5 percent to 32 percent by 2030.

Under the leadership of Chief Minister Sukhvinder Singh Sukhu, the move is being described as a significant push toward transforming the state into a “Green Himalayan State.” The government emphasises that the goal is not just about increasing numbers but is part of a wider plan to combat climate change, preserve ecological balance, and promote sustainable development while enhancing biodiversity.

In recent years, the state has launched multiple initiatives aimed at integrating afforestation with conservation and grassroots participation. The Mukhyamantri Van Vistaar Yojana has emerged as a flagship programme, focusing on turning barren and degraded hills into green zones. In its inaugural year, plantations were carried out across nearly 600 hectares, with a strong emphasis on fruit-bearing saplings, which make up around 60 percent of the plantation. This approach not only aids environmental restoration but also creates income opportunities for local communities.

Another key intervention, the Rajiv Gandhi Van Samvardhan Yojana, is geared toward rejuvenating forest areas through extensive plantation drives. The scheme includes a financial provision of ₹1.20 lakh per hectare to ensure proper maintenance and survival of saplings. It is being implemented through self-help groups, Mahila Mandals, and youth organisations, thereby generating employment and strengthening rural livelihoods.

Expanding the participatory approach, the government has also introduced the Green Adoption Scheme. This initiative allows private companies, organisations, and NGOs to adopt degraded forest land for plantation and conservation work. By encouraging corporate social responsibility, the scheme aims to widen participation and reduce pressure on government resources while accelerating afforestation efforts.

Collectively, these measures are guiding the state toward its vision of a “Green Himachal.” Beyond increasing forest cover, the initiatives are contributing to biodiversity conservation, safeguarding water resources, and mitigating the effects of climate change.

With “Mission 32 Percent” at the centre of its fiscal roadmap, the Himachal Pradesh government has underscored its commitment to aligning development with environmental sustainability, while building a greener and more secure future for coming generations.
