The Himachal Pradesh government has significantly increased the monthly pension for persons with disabilities (Divyang), raising it from ₹1,700 to ₹3,000 to enhance financial support for vulnerable groups.

During the budget presentation, Chief Minister Sukhvinder Singh Sukhu announced a series of welfare measures focused on healthcare, women’s empowerment, and social security. Plans include setting up rehabilitation centres for individuals suffering from psychotropic illnesses and expanding hostel facilities for students with disabilities, including a new facility in Sundernagar.

To support women’s economic empowerment, the state will introduce the Mukhyamantri Mahila Empowerment Yojana. Additionally, the Mukhyamantri Kanyadan Yojana has been renamed as Mukhyamantri Shubh Vivah Yojana, offering financial assistance of ₹51,000 through Anganwadi centres.

In response to rising drug abuse, the government will replicate the Kotlabar (Sirmaur) de-addiction model across Himachal Pradesh. With concerns over juvenile involvement in drug trafficking, ₹2 crore has been set aside to establish observation and special homes for minors.

The state will also invest ₹2 crore to upgrade child care institutions in Balashram Kalap, Kullu, Totikandi, Mashobra, and Kotal Bhard.

Special provisions have been made for abandoned and divorced women, including financial aid and educational support for their children. Assistance will also be provided to students seeking admission and training in premier institutions like IITs, IIMs, and NLUs.

A total allocation of ₹1,045 crore has been made for the Social Security and Women Empowerment sector, reflecting the government’s commitment to inclusive growth and welfare.
