In a landmark meeting chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, the Himachal Pradesh State Cabinet today rolled out a series of transformative decisions aimed at governance efficiency, employee welfare, and infrastructure development.
Big Relief for Part-Time Workers
The Cabinet approved the conversion of part-time Class-IV employees to daily wagers. Workers across various departments who have completed seven years of continuous service as of 31st March 2025 will now be regularized, fulfilling a long-standing demand.


Wildlife Wing Shifted to Dharamshala
To streamline operations, the Wildlife Wing of the Forest Department will move from Shimla to the CPD KFW Project Office building in Dharamshala. The CPD KFW office will be relocated to the now-vacant Conservator of Forests (Wildlife) premises.
Jail Infrastructure Gets a Boost
The District Jail in Mandi will be shifted to a newly constructed facility in Nerchowk, while the existing building will be converted into an Open Jail for women inmates. Posts in various categories will be created to ensure smooth functioning.
Digital Revolution in Revenue Courts


A historic decision was taken to approve the Himachal Pradesh Online Filing and Processing of Court Cases Rules, 2025. This will allow digital submission and processing of applications, appeals, reviews, and revisions in Revenue Courts, marking a shift towards paperless governance.
Exam Fees & Recruitment Simplified
The Himachal Pradesh Rajya Chayan Aayog will now independently decide exam fees for recruitment tests. Also, new guidelines regarding requisition, selection, and appointment processes across departments have been approved, with a Cabinet Sub-Committee formed to monitor recruitment reforms.
Urban Planning for Key Areas
To regulate haphazard growth, development plans will be drafted for:
- Shri Chintpurni Special Area (Una)
- Sarahan Special Area (Shimla)
- Bhota Planning Area (Hamirpur)
Boost to Public Transport
To strengthen rural and semi-urban mobility, the Cabinet sanctioned 350 new stage carriage routes and additional 18-seater tempo traveller routes based on local demand.
Strengthening Healthcare & Forensics
The Cabinet approved:
- 81 Medical Officer posts (68 for casualty)
- 18 FACT & FACT Plus professionals for forensic labs
- 11 Subject Matter Specialists for Krishi Vigyan Kendras
These appointments aim to upgrade emergency care, trauma services, forensic science, and agricultural extension services across the state.
Chotta Shimla Set for Mega Commercial Complex
A major urban development project was greenlit with the construction of two high-rise towers (14 & 17 storeys) in Mohal Chotta Shimla, Dehat Shimla. The modern complex will address administrative and commercial space demands, complete with ample parking and world-class amenities.
Water Supply Execution by Jal Shakti Vibhag
The Cabinet designated Jal Shakti Vibhag as the execution and maintenance agency for drinking water schemes under the 15th Finance Commission, streamlining service delivery in rural areas.
Land Transfers for Major Institutions
The following land transfers were approved:
- 21-09 bighas at Mauja Changar Palasiyan for AIIMS Bilaspur expansion (Phase-II & III)
- 52-17-00 bighas in Chamba for a Jawahar Navodaya Vidyalaya
Sunni’s Status Remains Unchanged
In a rollback move, the Cabinet withdrew the earlier notification regarding the upgradation of Nagar Panchayat Sunni to a Municipal Council.
