In a decisive move to prioritise public safety, the Bilaspur district administration has rolled out stringent safety guidelines for all water-based activities at Govind Sagar Lake and Kol Dam Reservoir.
The directive comes in the wake of recent boating mishaps across the country, including a tragic incident in Jabalpur. Acting swiftly, Deputy Commissioner and Chairman of the District Disaster Management Authority, Rahul Kumar, has enforced mandatory safety measures with immediate effect.
With large-scale boating, ferry services, and water sports drawing both tourists and locals to these reservoirs, officials have warned that even minor lapses could lead to serious consequences. Compliance with guidelines issued under the Disaster Management Act 2005 is now compulsory for all operators.
Among the key rules, wearing standard life jackets is now non-negotiable for every individual engaging in water activities. Boats must be equipped with adequate life-saving gear, including life buoys, safety ropes, and first aid kits. Authorities have also mandated strict adherence to passenger limits, with clear display of carrying capacity and appropriate engine power to ensure safe speeds.
Only trained and certified personnel will be allowed to operate boats or manage water sports. Valid certification in swimming, rescue operations, first aid, and disaster response is now a must, with unqualified individuals barred from deployment.
The administration has also ordered regular technical inspections of boats and equipment, with any unfit vessel to be immediately withdrawn. Tourists must be briefed on safety protocols and emergency procedures before every trip.
To strengthen emergency preparedness, 24/7 rescue teams, dedicated rescue boats, medical aid, and communication systems will be stationed at key نقاط. Warning signage in multiple languages will highlight water depth, weather risks, and restricted zones, while high-risk areas will see a complete ban on activities.
Issuing a stern warning, Rahul Kumar stated that violations will invite strict action, including license cancellation, fines, and legal proceedings. “There will be zero tolerance for negligence when it comes to public safety,” he asserted.
