Secretary Highlights Capacity Building at MSHIPA

A Shainamol, Secretary of Administrative Reforms, Training and Redressal of Public Grievances, chaired a meeting today to finalize the Dr. Manmohan Singh Himachal Pradesh Institute of Public Administration (MSHIPA) Training Calendar for the financial year 2026-27. The meeting also reviewed key issues regarding participation, capacity building, and identification of Master Trainers across departments.

The Secretary highlighted that the Training Calendar is being prepared based on the specific needs of various autonomous departments, corporations, boards, and other bodies in line with the State Training Policy, 2009. Departments were reminded to submit their training requirements by 5th March 2026 and ensure that nominations are relevant to course objectives for meaningful outcomes.

She emphasized that civil servants must undergo induction training, in-service training at promotions or at least once every five years, and exposure to development issues and new techniques through short courses and seminars. Departments were also advised to allocate up to 1% of their salaries head under the Training Head in coordination with the Planning and Finance Department.

Addressing administrative challenges, Shainamol noted delays in nomination confirmations and informed that NIC is upgrading the online nomination system, with nominations to be accepted strictly online within the prescribed deadlines. She also discussed the preparation of Department-wise Capacity Building Plans (CBPs) via the iGOT AI platform, to identify functional, domain, and behavioral competency requirements.

The Secretary directed departments to refine their CBPs, ensure registration of officials on iGOT, and identify Master Trainers to enable decentralized, workplace-based training. MSHIPA will conduct training programmes for these trainers.

She further highlighted a partnership with GIZ under the SDG localization project, where 20 Master Trainers, including at least eight women, will be trained. A total of 32 workshops will train around 600 government officials, focusing on SDG localization, data-driven decision-making, and governance, with at least 40% female participation.

Shainamol stressed the importance of coordinated efforts to strengthen institutional capacity and ensure effective implementation of the state’s training policy.
