The State Government of Himachal Pradesh is focused on transforming the state into a prominent industrial hub within the country. With an aim to attract potential entrepreneurs, various schemes have been introduced, leading to an impressive ranking in the ease of doing business index.
To create a business-friendly environment, the government has adopted several policies, including offering incentives such as affordable power, easy credit facilities, and access to land on a low-rate lease basis. New industries are exempted from sales or purchase taxes, and concessions are provided for transportation of raw materials. The government also provides financial assistance for specific sectors like dental clinics, e-taxi purchases, solar power projects, and fisheries projects.
The government’s goal is to attract an investment of around Rs. 20,000 crore in sectors such as manufacturing, tourism, energy, construction, and housing. This investment has the potential to generate direct employment for approximately 40,000 individuals and indirect employment for about 50,000 individuals. Recognizing that most enterprises in the state fall under the Micro, Small, and Medium category, the Industries Department plans to conduct a detailed survey to identify and address the challenges faced by these enterprises.
To promote the concept of “One District One Product,” the government intends to establish Unity Malls in the state. Additionally, the government is considering abolishing the requirement of an Essentiality Certificate for industrialists to encourage more investments. The establishment of the Bureau of Investment Promotion, which will replace the existing single window system, aims to provide a seamless experience for potential investors by facilitating all necessary clearances under one roof.
Addressing infrastructure needs, the government plans to enhance power supply in industrial areas and develop better social and educational infrastructure to support the employees of these industries. Furthermore, efforts will be made to address delays in obtaining permissions under Section-118 of the H.P. Tenancy and Land Reforms Act, 1972. With these initiatives, the State Government of Himachal Pradesh envisions creating an ideal investment-friendly state, fostering economic growth, and providing employment opportunities to the local population.
