‘Vyavastha Parivartan’ in Action as HPSEBL Digital Reforms Save Rs 16.83 Crore: Chief Minister

Chief Minister Thakur Sukhvinder Singh Sukhu on Tuesday said that the digital and administrative reforms undertaken in the Himachal Pradesh State Electricity Board Limited (HPSEBL) reflect the state government’s commitment to “Vyavastha Parivartan”, aimed at comprehensive systemic transformation. He said the reforms have not only improved transparency and consumer services but will also result in significant financial savings for the state exchequer.

Reiterating the government’s resolve to overhaul existing systems, the Chief Minister said the focus was on changing the system rather than merely running it. By ending high-cost outsourcing practices and introducing competitive and transparent procurement processes, HPSEBL has reduced annual support costs for electricity billing and Enterprise Resource Planning services by nearly 46 percent. He informed that the annual cost has come down to Rs 6.68 crore from the earlier Rs 12.29 crore.

The Chief Minister said this initiative would lead to direct savings of around Rs 5.61 crore every year, amounting to Rs 16.83 crore over a three-year period. He emphasized that these public funds would now be utilized for the welfare of the people instead of being lost to inefficient legacy contracts.

Highlighting the government’s emphasis on Ease of Living, Thakur Sukhvinder Singh Sukhu said the digitization of HPSEBL has been designed to empower nearly 29 lakh domestic and industrial consumers across the state. He said the government is committed to delivering services at the doorstep of citizens through online applications for new electricity connections, smart billing systems and prepaid services, thereby reducing bureaucratic hurdles for consumers.

He added that HPSEBL has strengthened consumer services through end-to-end digitization, enabling online bill payments, complaint registration and quicker grievance redressal, which has improved transparency and reduced delays. To strengthen the board’s financial health, the government is also focusing on reducing Aggregate Technical and Commercial losses, ensuring timely billing and collections through smart and prepaid meters, plugging revenue leakages and rationalizing operational expenditure.

The Chief Minister further said that improved power purchase planning and data-driven decision-making would help enhance HPSEBL’s financial sustainability and ensure uninterrupted and quality power supply across Himachal Pradesh. He noted that the integration of advanced technologies such as Business Intelligence tools and AI-ready platforms would make institutions more accountable and self-reliant.

Emphasizing the broader vision, Thakur Sukhvinder Singh Sukhu said that Vyavastha Parivartan is about building strong, transparent and technology-driven institutions. He added that these reforms are laying the foundation for a modern, prosperous and self-sufficient Himachal Pradesh by 2027.
