Union Minister Dr. Jitendra Singh today said that Civil Services in India are witnessing greater inclusivity, with rising participation of women and candidates from diverse regional and socio-economic backgrounds reflecting the changing face of “New India.”
Addressing a felicitation event organised by the Share India Smile Foundation under its “Mission IAS” initiative for Civil Services Examination (CSE) 2025 achievers, the Minister highlighted that women now account for over 31% of successful candidates, marking a steady rise from around 20% a decade ago.
According to CSE 2025 results, out of 958 recommended candidates, 299 are women. Dr. Singh said this progress reflects expanding opportunities, improved access to resources, and the impact of technology-driven learning platforms that have reduced dependency on traditional coaching systems.
He noted that Civil Services are no longer limited to elite groups or metropolitan regions, with candidates increasingly emerging from small towns, remote areas, and diverse linguistic and socio-economic backgrounds. This, he said, signals a more representative and inclusive administrative system.
Dr. Singh added that changes in the examination ecosystem show clear shifts across gender, geography, and social categories, supported by reforms, digital access, and transparency-driven processes over the past decade.
He also referred to initiatives such as the National Education Policy 2020, which allows students greater flexibility in choosing subjects based on aptitude, and the Pratibha Setu platform, which connects non-selected interview candidates with employment opportunities in public and private sectors.
Highlighting broader governance reforms, the Minister mentioned continuous training initiatives under Mission Karmayogi and pre-cadre exposure programmes aimed at strengthening administrative capacity.
He urged new entrants to uphold integrity, remain grounded, and embrace continuous learning, noting that they are joining public service at a crucial stage in India’s journey towards 2047.
