Himachal Pradesh’s ‘Him Parivar’ initiative has emerged as a major step toward data-driven governance, bringing over 19.25 lakh families and 75.92 lakh citizens onto a single integrated digital platform.
Launched under the leadership of Chief Minister Thakur Sukhvinder Singh Sukhu and announced in the 2023–24 Budget, the programme aims to create a unified and verified family database for the entire state. The initiative has now evolved into a comprehensive State Social Registry, enabling more precise and efficient policy implementation through real-time data.
A key component of the system is the HimAccess Single Sign-On platform, which has simplified access to government services. With more than 7.2 lakh registered users and around 46,000 government employees onboard, the platform offers a single digital interface, reducing paperwork and eliminating the need for multiple registrations.
The initiative’s strength lies in its robust data validation process, which includes mobile-based surveys and real-time verification. This has helped identify discrepancies within welfare schemes, including thousands of ineligible or duplicate beneficiaries. In social security pension schemes alone, the detection of such cases has led to estimated monthly savings of about Rs. 5 crore, highlighting improved financial efficiency.
Him Parivar has also enabled extensive sectoral integration. The mapping of electricity connections, verification of land records, and surveys of urban households have expanded the reach and accuracy of government data. Targeted surveys for specific groups, including construction workers and welfare beneficiaries, have further strengthened inclusivity.
By linking with national platforms and automating beneficiary identification, the system ensures transparent and timely delivery of welfare schemes while minimizing leakages. Its continuous data updates and adherence to privacy standards make it a dynamic and secure governance tool.
The initiative represents a shift from fragmented departmental databases to a unified governance framework, enhancing coordination and reducing duplication across sectors. It also supports evidence-based decision-making, improving overall administrative efficiency.
With Him Parivar, the state government is leveraging digital innovation to build a more transparent, responsive, and inclusive governance model, setting a benchmark for data-driven public service delivery.
